    Illegal activity: Repeatedly buying and flipping off-roster for profit

    Legal activity: Occasionally selling property which may include off-roster guns because it is no longer wanted

    The only ones who need to be concerned are the ones who abuse their roster exempt privilege. Your FFL should keep his mouth shut unless asked.

      Repeated buying and selling is enough. No profit needs be made.

        What I can't understand is why a LE PPT would flag anything different than a non LE PPT.
        I would think the LE would have to be under some kind of investigation to have his PPT singled out.
        Should a DOJ analyst be interested somehow, and the gun would be sourced from a CA FFL originally, it would not be difficult to trace the transfer history back to the (probable) LEO first purchaser.

        The legislature has produced several bills over the last couple sessions which would have prevented LEO selling their off-Roster guns outside the LEO (or, Roster-exempt) community.

              To think with electronic systems and data bases it would be easier to just search for serial numbers flipped in say 60 days. Then narrow down repeat flippers then by exempt handguns purchased with a LEO exemption.

              I've seen digging as well....just surprised cause I'm sure there is an easier way.

                All this regulating sales quantities per year is nonsense. Sounds like the justice system and gender confused enforcement / regulatory agencies do not have any other meaningful crime to be focused on elsewhere... This entire drama about LEO off roster flipping sales would not even be an issue if the roster didn't exist in the first place...
