if you have dual residency in a nearby state, and you buy a non roster handgun from that state, can you then come back and register that same gun here?

If I recall correctly, your permanent residence where you get your license/car registration and utility bills and something like you live 6 months or more out of the year would be considered your primary residence. For you to move your guns back to CA, you probably would need atleast the above to apply and must register with CA DOJ after a certain amount of days (like 30 or 60) after switching your residence. -

No, you cannot. CA closed the dual resident loophole. It is a felony to bring back a handgun, misdemeanor for a long gun. You must have it shipped to a CA FFL for DROS to yourself, and the roster applies.

27585. (a) Commencing January 1, 2015, a resident of this state
shall not import into this state, bring into this state, or transport
into this state, any firearm that he or she purchased or otherwise
obtained on or after January 1, 2015, from outside of this state
unless he or she first has that firearm delivered to a dealer in this
state for delivery to that resident pursuant to the procedures set
forth in Section 27540 and Article 1 (commencing with Section 26700)
and Article 2 (commencing with Section 26800) of Chapter 2.Comment

No such thing as "dual residency". One home is your primary residence (where you vote and pay state income taxes, etc). The other state is your vacation home.Comment

California law appears to allow for "Dual Residency." Except for the unique case of a military member stationed in one state and commuting daily to a home in a different state, the federal law does not recognize "Dual Residency."
As Skyhawk has pointed out, if you establish federal residency in another state, while being a "Dual Resident" under California law, and then lawfully purchase a firearm in that state, you commit a crime if you bring that firearm into California.If you build a man a fire, you'll keep him warm for the evening.
