    Serialized barreled upper


    Would this barreled upper be legal to ship into California?

    It does have the bolt and other internal parts, minus trigger.

    If not would putting a stock be enough?

    On HK90 series style firearms, the upper receiver is the firearm and needs to be transferred through a FFL dealer.

    It would be legal for a CA FFL dealer to receive and transfer that particular receiver.
    It would be DROS'd as a "long gun".

    In order to remain CA legal, that receiver would need to be built into a semi-auto centerfire rifle with a fixed 10 round magazine or into a semi-auto centerfire rifle without an prohibited features.
