Registered Assault Weapon modifications

Have a customer who was told that his RAW cannot be modified and that he cannot buy a different upper for it even if it matches that upper that was on the rifle at the time of registration.

I reviewed the CA PC on this and found nothing about modifying or changing the upper on a RAW.

Any information appreciated. THANK YOU.

That which is not prohibited is allowed. Nearly all of my RAW ARs have been significantly changed (excepting the registered lower of course)
