C&R handgun transfer help needed

as a new FFL ai havent had this issue yet but can we transfer more than 1 C&R handgun to a 03 /COE at the same time or is 1 in 30 still the rule?

1 in 30 does not apply in this situation. Remember only for C&R guns as that's how cal DOJ is interpreting what the law says.

Need 03FFL *and* the COE to be exempt from 1 in 30 for dealer transfers.
PPT is exempt from 1 in 30 for any person and any handgun outside of City of LA (and probably SF)

Correct.

No license by the buyer, it's treated the same as a brand new gun except it is roster-exempt.

If the buyer has an 03+COE, then they are exempt from the 10 day wait, but it is still processed the same by the 01
