Can any FFL convert a rifle to CA compliant?

Can I order a non-compliant rifle, have it delivered to an FFL, and this FFL converts it to CA compliant? Thanks.

if that conversion happens outside of CA, yes.

you may not have an AW sent into CA to have made into a CA-compliant rifle.

Do you want an AOW or C&R SBS/SBR in CA?

Asked and answered; see also the DOJ memo, http://www.calguns.net/calgunforum/a...1&d=1470775304, posted by kemasa in an earlier thread.
There is no DWP condition that authorizes CFDs to convert assault weapons
into California compliant firearms for the purpose of sales. Such action may
result in the revocation of your DWP.
