    Question re: out of state FFL to FFL purchase.

    So, I know I can buy a gun face to face when out of state and transfer it directly into my book from theirs and transport it home.

    My question is, can I buy out of state FOR MY PERSONAL COLLECTION without first having it come into my books? Ie: I walk into a store and buy on a 4473 with a residency and NICS exemption because I am a licensee. If this is possible, would CFLC apply? My assumption is that I would also have to submit a personal firearm importer form to DOJ.

    You can probably see where I am going with this. I am headed to Idaho today and I plan to visit a few shops while there. If I find something interesting that is roster restricted, it would be nice if I could legally obtain it out of state as part of my personal collection and return to CA with it legally.

    BATFE does not have much on this subject, but presumably, if an FFL could acquire out of state legally for his personal collection, then one would assume it would meet the litmus test for a roster exempt import to CA.

    Your thoughts?

    The short form is NO.

    If you buy out of state as a CA FFL, you still need the CFLC.

    To personally buy, you would have to follow the laws in both states, which means that they would have to submit a DROS, which you can't do. There are also issues with importing firearms into CA personally.

    No, you can not legally buy a non-roster firearm personally and important it and have it legally in your personal collection.

      Wishful thinking on my part.

      I also talked to my ex-ATF buddy today and he had the same response. No go. He too had pondered the possibility but determined it would not fly.
