    Confusion about FFL03 in California

    Hi, I'm in the process of acquiring FFL03.

    According to this:


    Quote: "If it is on the Federal C&R list, and you have a Class 03 FFL (C&R license) as well as a COE, you can legally have the C&R-eligible long arms shipped directly to the address on your C&R FFL."

    Does that mean, in order to purchase and ship a C&R rifle directly to my address instead of a FFL01 dealer, I have to have not only FFL03, but COE?
    I thought that FFL03 alone allows the firearm to be shipped directly to the buyer.

    Can someone clear my confusion? Thanks!

    Yes need COE now. I think it changed in 2015 or 2016.

        There is some question as to whether long guns can be directly shipped. You can read the CA PC and decide for yourself. My reading of it does not allow it. CA PC 27585 and 27565 I think, which involves getting it from out of state while you are not out of state.
