FFL03 C&R application question

Hi, I'm thinking about getting a FFL03 permit. I have downloaded the ATF E-Form 7CR 5310.16 and print it out.

My questions are:
1. Should I fill it on computer then print it out, or, should I print it out then fill it by hand?

2. I searched on ATF eForm and couldn't find form 7CR there, do they not have the form for eForm submission? Can someone confirm it please?

3. Approximately how long will the whole process take if I'm "very clean".

I just printed it out and filled it in. As long as you sign it I would imagine either is fine.

From mailing to receipt for me was about four weeks IIRC

six seven already answered but correct. COE goes hand in hand with FFL03.

I printed it, filled it out and sent it. Took 3 weeks for 03 FFL mail out to received. COE still waiting going on 10 weeks.
