    DOJ letter stating an AW dealer cannot convert for resell

    Login to the DES, look at the bulletins under Dangerous Weapons Permit on 14-Mar-2016.

          The answer is No, a CA so-called a-salt weapons dealer can not modify a firearm for sale in CA to make it a non-so-called a-salt weapon.

            Yes, I know. Sorry; I was referring to the actual DOJ letter, which AFAIK has been referred to but never shared.

                Yet, DOJ did condone Evan's doing just that. In fact, DOJ even condoned Evan's using LISTED receivers and converting them to supposed "non AWs" even though, they were still listed by make and model.

                  What's the legal basis CalDOJ has for denying this to DWP holders? I know they can just threaten DWP holders with revocation, but that's kind of a separate question.

                        IIRC, they had to recall the ones Evan's did, and they basically changed the model number after the fact. IIRC, if I'm wrong, somebody chime in.

                          Evans? There is an FFL in CA with that name, don't believe they have an DWP though.

                            Ignatius Chin - former employee of the CA DOJ, and IIRC their firearms "expert"
                            Evans Gunsmithing in Orange County, don't know if they are still around.

                            IIRC - Before bullet buttons, in the era of the Fab10, they welded shut the magwells on ARs to make them similar to the Fab10s, where they top load. They did that on some rifles that were banned by make and model, which technically wasn't legal. If I remember correctly, and per a post I read on here from one of the "right people" (oh how that term makes my head hurt), in order to fix the situation Evan's rapidly got a mfg's FFL license and remarked the lowers so they weren't listed.
