    it also depends on how his lower was DROS's..if it wasnt DROS'd as a built sse pistol it may have been done as a rifle lower regardless of what the lower has printed on it..and i think you will have a hard time getting a FFL to do it as a stripped lower. I wouldnt do it.

      I thought you cant dros stripped lowers as pistols in California..I may be wrong..does the receiver say pistol on it?

        You will want to see his original DROS paperwork to make sure it's indeed a Pistol. If it is, just throw on a pistol upper to get past the 10 days.

          I would assume that since it would not have been on the certified list, that the buyer was exempt, such as a LEO. That is why it could be transferred, whereas most people can't have it originally transferred to them and can only do the transfer if it is exempt, such as a CA PPT.

            a receiver needs to have pistol stamped on it to dros as one?
