Does an 03FFL Count as Proof of Residency?

    Does an 03FFL Count as Proof of Residency?

    Been wondering if an 03FFL counts as proof of residency at an 01 for a C&R handgun purchase. I've got a Luger at my 01 thats getting paid off next weekend. Anybody know if in CA an 03 is good for proof of residency? If not i have a rental agreement i can use instead.

    - It's a license
    - It's government issued
    - has your name and address
    - has a period of validity

    so it meets DOJ's FAQ
    Current, government-issued license, permit, or registration, other than a California Driver License or California Identification Card, that has a specified expiration date or period of validity. The license, permit, or registration must bear the individual's name and either of the following:

    The individual's current residential address as declared on the DROS form; or
    The individual's address as it appears on his or her California Driver License, California Identification Card, or change of address attachment thereto.

      Didn't in my case, about a year back. Walked into a gun dealer's to do a FTF transaction on a Walther P1 (C&R according to the US DoJ, but NOT in CA if it's not 50 years old!), handed over my FFL-03 and CoE, but since I had moved since my CA DL was issued, and only had the -- DMV-stamped -- DMV address correction on the back of my DL, I had to come back with a vehicle registration showing my resident address.

        I figured it would but wanted to ask since this state is so dang picky.

          If your FFL03 had your current address it was valid document. YMMV on FFL policies though.

            It is, but it can confuse some especially if the transaction is not for a C&R, but as said, it meets all of the requirements.

            CA defines a C&R as what the Feds do, it does not have to be over 50 years old.

              Update, on 7-30, my FFL03 was valid as proof of residency when i started the 4473 on my Luger. Still waiting for my COE at 8 weeks..

                yup, the 03FFL does meet the requirements, depends on if the FFL will accept it.

                I've presented an ink-signed copy of my 03FFL to 4 different FFLs to be used a PoR for non-C&R purchases, and 3 of them accepted it. Ammo Bros refused, saying that they couldn't take a copy, that I had to bring them the original to have them copy it. But, had I met that requirement, I would have been able to use an 03FFL at all 4 I tried at.
