07 FFL in CA for Handguns?

Is it possible for a company to manufacture off roster handguns/frames in CA for out of state sale? I would think an 07 FFL would only be good for rifles in CA, but I see Glock tuning companies based in CA building Gen4 glocks and selling them to dealers.

Yes, you simply could not sell them in CA other than to exempt individuals. Good to go out of state.
