    C&R DROS Pending

    So, I went into my LGS today expecting to DROS and walk out with my 1903A3 Remington C&R rifle. Now, this shop recently changed hands; and the new fellows are very nice. However, this was their 1st C&R transaction.

    I have a valid FFL-3 (C&R) plus a valid COE. For some reason the DROS software came up "pending." Given that, they could not deliver -- which I fully understand.

    I know there are menus for FSC exemption and for the 10 day wait that are a bit tricky for a person who has not used the DROS software for a C&R transaction.

    I full disclosure, the mag strip on my DL wouldn't read and had to be hand entered.

    So, I went the other route of FSC plus 10 day wait.

    I'm wondering if is was just unfamiliarity with C&R transactions; or slow software at DOJ.

    Opinions Please?

    It will say "pending" but should have also have given the "deliver" button. It won't say approved until after 240 hours. LEO exemption with letter will be the same way.

      Thank you for your very informative answer... I truly appreciate it.

      So it might have been deliverable; but the new gentlemen saw pending and felt it could not be delivered. This was their first C&R transaction and I do not fault them; they were very much gentlemen; even offered a soda as refreshment.

      I don't mind going the FSC, DROS, 10 day route; it's their shop; and they have to feel comfortable in making a transaction. The former owners are available to them as consultants; and I'm sure they will be up to speed on C&R transfers.

      I need this LGS to remain in business as they are important to the future of CA gun rights.

        He also may not have selected the pull down for "waiting period exemption" and chose "collector" and then filled in your COE number.

        If he didn't do that then the "Deliver" button would not appear and 10 day wait for you.

        I just did one today for a guy and his M1 Carbine. He left happy and so did I. No need to store another rifle for 10 days!

          It is messed up. You select no waiting period and you still have to click on the deliver button and it still says pending, but also delivered.
