Off Roster/Out of state

OK, I need to ask. Can I buy a used off roster Smith M&P from an out of state FFL#1 dealer, and have it shipped from the dealer to a Ca. FFL#1?? Figured I'd ask the experts... All these restrictions get me confused, and when I think I know.... I'm usually wrong.. Thanks in Advance.

sure you can. the law doesn't prohibit you from paying for it and having it shipped to a CA FFL.

however, the law does prohibit the CA FFL from transfering the off-roster handgun to you unless you are personally roster-exempt.

so, the effective answer is NO, even though the question that you asked is a yes.
