So I did a person to person transfer at bass pro shop (Manteca ca) with another calgunner for his rifle. We met in the middle kinda I was coming from santa clara and he came from fresno. We show up do the paperwork, I pay him, shake hands and i'm waiting the 10 days. I come in today to pick up the rifle and I wait while he goes in the back to get it. 30 minutes later he comes out and says there's a problem. He(the seller) didn't sign his release on the dros. They said they saw it after we had both left and called him to come back and sign it. He never responded.I call/text/pm him also no response(while i'm at the shop) . They said they won't release the rifle to me until he signs the paperwork. I have 19 days left until the 30 day dead line. If he never comes in to sign it what happens to the rifle? Does it go back to his name? Bass pro shop f*cked up so what do I do? Sue them? I need some FFL help!!

Sue Bass Pro for what? They don't have your money, your deal was with the seller. Yeah they should have checked the paperwork a bit more closely, but the seller is now not responding, I'm not sure a court would find that Bass Pro is at fault for following the law.Comment

Because bass pro lied to me and said all the paperwork was done. That's when I gave the seller his money for the rifle. If they told me at the time the seller still needed to sign his paperwork I would not have given him the money.sigpicAK 47 thumb grips for featureless AKs

Bass Pro made a mistake, but they didn't f you in the azz as you put it. Give the seller time to respond, he may be out of town for the holiday. If for some reason he can't make it back before the 30 days is up, the rifle will need to be redros'd and I would insist that Bass Pro pay for the second dros. If the seller doesn't respond, I don't know what the outcome is.

Who does a PPT at BASS PRO?? Sort of like doing one at Walmart or Big 5. Who does that? Whose choice was it to use Bass Pro, you or the seller?
In any case, at this point I'd be trying to incentivize the seller to come back. This is another reason that as a seller that I will not meet in the middle, and now a good reason for a buyer too. Drive the extra distance to the seller when doing a PPT because if anything goes wrong, you want him to come back. If he is ten minutes from the FFL that is a big difference from an hour when it comes to asking him to make yet another round trip.Comment

The form is not correct as required by law. Given the time and money spent by OP I think there is most definitely a small claims case.
Personally, I'd advise BP that it was there responsibility have obtained that signature and as such it is there to make contact with the seller and make arraignments to get his/her signature (as required by law) even if they have to send an employee to get it...or a small claims case would be sought.American soldier by choice. The transfer does not have to be a PPT. A PPT limits the fee, but for a rifle that is the only reason to do it as a PPT.
Bass Pro screwed up and they need to deal with it. They are in a bad spot. If they say that the original paperwork was never completed, then they can just submit a DROS as a normal dealer sale, just like a normal transfer. If they consider the original PPT to have been submitted, then they need to deliver the firearm to the buyer, return it to the seller if it can not be delivered to the buyer or turn it over to the police. It can be delivered to the buyer. Bass Pro just has a paperwork issue for failing to get the signature. They are holding the firearm hostage in order to have something in order to convince the seller to come back and sign it.
I have to wonder what would happen if you called the CA DOJ. Doing that would get the problem on the record, but it is unknown if they would tell Bass Pro to complete the transfer or not.Kemasa.
