              Research shows it was produced at Rossi as a handgun. A previous threat suggests that "yes" it should be SSE'd.
              It was suggested that the mag. spring be replaced with a wood dowel..

                  I did that pre SSE2 days, but I wasn't sure if I can still do that since it isn't "break-top / bolt-action"? Or could it be argued the lever is actuating the bolt since bolt action is not defined.

                      I think that the SAE mentions a revolver, so that would not work. CA PC 32100.

                      The single-shot mentions break top or bolt action. CA PC 32100. I am not sure if a lever action would be considered to be bolt action. The wording was changed, so I don't recall what it used to say such that SSE would work.

                      It is a bolt, so perhaps it could. As said, it is not defined.
