      Transferring a Bushmaster XM-15 requires an FFL with an AW permit, and I don't think Retting has one. I have been known to be wrong though.




      OP, try the following. They both have AW permits.

      Evans Gunsmithing in Orange. Can't guarantee they'll buy it, but they might be able to put it up on Gunbroker for you.

      There's also Addax Tactical in San Fernando.

        They'll buy it, but you may not like how much they are willing to pay you for it ($250-$600 depending on make/model/configuration/accessories).

            What am I missing here, aren't all Bushmaster's XM15E2's and therefore excluded from the registration requirement?

              Take a look at appendix b in the semiauto flowchart above. It says "Bushmaster XM15 (all)". The Bushmaster Carbon 15 is legal, however.

                That's kind of a contentious point. Technically, the lower isn't marked "XM15 (all)" nor is there a statue describing what the "all" entails. Would I risk jail time on that technicality? No. But it is, I think, a challengeable point.

                          I believe Bushmaster XM15-E2S is make/model banned.

                          In 2001, Evans Gunsmithing got special approval from CA DOJ BOF to be able to sell make/model assault weapons as non-assault weapons, as long as a 10 round magazine was welded in place.

                          Make/model banned rifles they sold in this manner included:
                          (make) Bushmaster (model) XM15-E2S
                          (make) Colt (model) Law Enforcement
                          (make) Colt (model) Match Target
