Confused about CA-designation on DOJ list, please help.

If I want to place a bid on Sig P239 .40S&W (239-40-BSS) at Gunbroker/Gunsamerica. Isn't this california legal? But why are some FFL say it is not, it has to be 239-40-BSS-CA to be able to do the transfer?
CA DOJ listing says:
P239 (Blued) / Stainless Steel, Alloy Pistol 3.6" .40 S&W 1/1/2017
I don't see any CA-designation.

The P238 .380 has CA-designation on ca-doj listing so this is clearly a california version.
P238 238-380-HD-CA / Stainless Steel Pistol 2.82" .380 Auto 1/1

So I'm confused as to why some FFL won't do the transfer unless it is 239-40-BSS-CA but the ca-doj listing doesn't specify the CA-designation?

The certified list is confusing, at best. The question is whether it is really the CA version which is on the list. If the specific model number is listed, then it should be fine as it is the exact model. One could say that if you have the CA model and that is not the model listed, then it can't be transferred since that is a different model.

In some cases there is a CA version and in other cases there is not, so it is not the case that the model has to have CA in it. The problem occurs when there is a CA model and that model is not on the list, but the non-CA version is.

CA DOJ have had the wrong model on the list, such as a model with the so-called high capacity magazines, as well as not being marked as the CA version.
