    DROS refused for Proof of Residency

    All,

    scratching my head here.

    I movced ~4 months ago, my license says my old address, so I have to show proof of residency at new address. My Cars arent due for registration for another 6 months, and it costs money to change the address before renewal. I've told the DMV i have moved so they will send the renewals to new address...

    I have done 2 DROS's since with no issue. I bring my ID, a CITY Provided water bill at the new address, and no problem.

    Last night, tried to PPT a shotgun from a CG member and got refused.
    The "boss's policy" was that only DMV registration + that change of address card the dmv gives you (worthless because you fill it out yourself) was the only way they would do the PPT.

    Am I wrong to assume this is bull****?

    Was really bummed. We wasted my time and the sellers time over something that was completely a legal transaction.

    Off to AAA to pay money to get my registration changed early....

    i would find another FFL.

    i use my utility bill and insurance.

      Yep. That's the plan.

      Had 2 flawless transactions at Ammo Bros with the ID + utility bill (And I bring 3 just in case).

      Last night at a range, they pulled this crap.

      "So you are refusing me service? even though this meets the laws?"

        I had that issue. I went to DMV and got an ID card with my new address. So now I have a CA ID card and a CA DL. The FFL told me they can use the ID card as proof of residence but not the DL.

          they may have been burned before, i take it with a grain of salt.

          i sold my mk18 pistol to a fellow forum member earlier this month and the first FFL we went to for the ppt said no because the pistol wasnt stamped "pistol" but "carbine". as if stamping made a difference to what the actual product was from the factory. he totally disregarded that the pistol SN was already registered as a pistol lower and more specifically, an DD mk18 lower.

          i went to another ffl down the street later that day and had zero issues getting it transferred.

          i dont blame the first ffl, its his business and he retains the right to say no to anything that might be off for him.

            A CA ID/DL can not be used for proof of residency for handguns.

            For CA utility bills works, but for the Feds, if your CA ID/DL does not have your current residence address, it has to be a government document.

                I was asked the CA DOJ why a CA ID/DL is not proof of residency. I was told that there are some people who live in NV, but work in CA and need a CA DL, so that does not prove CA residency. I would think that the CA DL would have a NV address, which would show NV residency, but there was no sense, so I gave up. There is no reason why a CA ID should not be acceptable for proof of residency for CA since there is no reason to ever have one unless you have a place in CA.

                The Feds accept a CA ID/DL for proof of residency, so it just seems like harassment. You can get a utility bill in your name and not live at the place, plus no one in their right mind would ever try to claim CA residency to buy a firearm when they are not a CA resident as it would be easier and cheaper to buy a firearm in just about any other state. There could be reasons to fake being a CA resident in order to sell a firearm though.

                  Right - I had a CA DL and a current address on a city government issued utility bill and was refused.

                  Called another shop - "No, your license has to have your picture and current address - end of story!'

                  It's amazing how many FFL's don't know what is required....

                  I went to AAA and got current car registration with new address on it. Took 3 tries to tell the shop this is what you asked me to get, this is what I got....

                    You don't have to list your home address on your DL. Plenty of people have a PO box.

                        go to the DMV

                        Spend $5 to get a certified print out of driving record- complete with address

                        bring that to dealer


                        If you have not updated your address with the DMV, go to the DMV web site, create an account, update your address on your CDL, Spouses CDL and registrations.... before you go to the DMV


                        I have my PO Box on my CDL so I get to go to the DMV for every purchase...

                            For a long gun, a valid CA DL with your current address. There is no "secondary" proof of residency required, it is just that for handguns, the CA ID/DL is not acceptable.

                            Called another shop - "No, your license has to have your picture and current address - end of story!'
                            If it does not have your current address, then you need a government document. The 4473 explains that aspect for the Feds.
