FFL procedure for out of state transfer

Hey all,

I bought a CA legal long Gun from an out of state broker, and had it shipped to a local FFL. I've bought from this FFL before, but sense run around on this deal. Checked on UPS's website and said it was received a few hours before. Stopped by the shop, several employees working no customer and was told it would be several says before I could start the DROS process. Mentioned having to book and register the gun prior.

Is this legit that out of state guns have to be verified or otherwise checked in with the state prior to the registration process, especially if coming from another FFL?

Having to log the gun into the book? Yes. Having to Register, No. That's done upon dros pickup.

Did you check to see what the FFL's policy was regarding interstate transfers? Did they call you to say come start your DROS? There may be a good reason why they haven't contacted you yet. Maybe they're unsure if your gun is CA compliant or not and need to do some research. I've had plenty of customers order "CA compliant guns" that in fact were not and I've had to intercept them before they get here. Its also possible the FFL who sent the firearm did not include all the necessary paperwork for them to start your DROS. Like FFL or CFLC possibly.

Yup, called before the original purchase to verify the legality and was given green light. Probably had a backlog or something, but thought the pre-reg was funny.

We do a lot of transfer work.

We tell our customers if the are tracking the item please do not come in till we call them.

When a firearm get to the shop we need to log it in and make sure all necessary paperwork was included with the shipment.

A Lot of times paperwork is missing or incomplete and we must have it "ALL" before we can complete the log in or start a DROS

We ask for 24 hours to get it logged in. There are plenty of times where FedEx or UPS or USPS shows up at 5:00 with 6 packages or more and we cant get to them all before 6pm when we close. There are times where we have to close, get everyone who's in the shop finished up then log all the guns in that came that day. And as said above there are lots of times where the sending FFL/ private party doesn't send all the necessary paperwork for us to log it in. Its happened a few times where people show up 10 minutes after the UPS says its delivered, we open the box in front of the customer and find out that there is no FFL or CFLC inside and we have to send the customer home and track down the documents we need to proceed.

Of course my personal favorite is when a private party sells a gun and ships it here with NO ID, and no way to contact them or the customer and we are sitting here scratching our heads wondering WTF this gun is doing here.

Ive had plenty show up with no way to contact customer and the sender addresses it to "customers name" at our address. Those are always fun too.

But honestly give your FFL a call and ask them when is a good time to come down. If they are a busy shop they may spread out customers and tell them to come at different times. We do when we know we will busy,
