    DROS question re: recent move

Question about whether an FFL can legally start dros for me on a rifle. I recently moved. My CA driver's license has my old address. I've updated the address with the DMV and have an interim license showing my new address. The new license won't show up for at least 10 days. Can I start dros on a rifle with the docs I have or do I need to wait for the new license to show up?

You need proof of identity and address for ATF. If you have an ID without your current address you will need some form of documentation that's acceptable for ATF to prove your address.

If you have a paper interim DL that will not work for proof of identity. You will have to wait for the actual ID to come in the mail.

Does the proof of identity and address have to be the same thing though? Could I use the old license as proof of ID and a utility bill or interim license as proof of address?

If by old ID you mean an expired one then, no.

Utility bills generally do not satisfy ATF for proof of address, unless the utility is government owned EX: LA dept of water and power.

Interim License (the paper copy) does nothing for you with regards to gun transfers.

Hypothetically let me assume by old ID you mean an ID without your current address that's still valid. You could use that along with supporting documentation for proof of address. EX: Your unexpired DL with wrong address and your current DMV registration with your current address would suffice.

Heres the issue here. Don't confuse CA proof of residency as ATFs proof of address. Some documentations work for both ATF and DOJ others do not. Think ATF federal agency needs government documentation. The 4473 explains what is acceptable and your FFL should be able to tell you what you can bring in that works.

Hmmm, sounds like I'll have to suck it up and wait. My driver's license is not expired but it doesn't have my current address and I don't have any other government identification which does have my current address other than that interim license and possibly my CCW license if it shows up before the DL does. Probably easier to just wait for the license to show up. Thanks for the help.

Your CCW would meet both federal and state requirements. And also meet the FSC exemption.

That's good to know. If my updated card shows up before the DL I'll use that. Thanks again.

As said, the CCW will work, BUT the main thing is that your CA ID/DL has to be valid. If you updated your address and they punched a hole in the date, then it would not be valid.

As far as I know the DL with the wrong address is still valid. They didn't do anything to it. Just gave me an interim paper license with the correct address printed on it. Maybe she was supposed to punch it but forgot. I don't think she even looked at it.

Sometime they punch it, so if you are not sure, you should check. Also confirm the date to make sure it is valid. If it not punched and the date is valid, then with your CCW (assuming it has your address on it), you are good to go.
