PPT on a AR Pistol Frame....

Legal? Does it need to be complete? With upper? Just lower? Complete with bullet button? It's been a while since I've bought or sold one and don't want to bother with the 80% crap. Thanks.

CA PPTs are exempt from having to be on the certified list, so frames are acceptable. It can not be in an illegal configuration. Some FFLs won't transfer them though for unknown reasons.

I was at Turners ( I know...I know..) and I mentioned taking the slide off of a couple pistols being transfered at an ffl with a range. He said you can't transfer frames anymore. I knew there was no list for ppt but didn't know if there had been a change in the law regarding frames/receivers.

Some FFL's wont transfer an incomplete handgun because then you cannot perform a safe handling demo. Some even say they wont do it without a magazine. IIRC the PC of the safe handling demo states the actual firearm or similar make/model...but don't quote me on that.

Frames are exempt from the safe handling demo.

Be sure to tell that to all the FFL's that disagree with you.

Do you want an AOW or C&R SBS/SBR in CA?

I just had Bullseye in San Rafael deny a PPT of an AR pistol because he said it looks too much like a SBR. I asked if I could just transfer the lower and he said no. His excuse was that the laser engraving of the word "pistol" looked different from the other engraved writing and it could be fake. So, it seems to me like some FFLs simply wont do the PPT simply because they don't want to.

That has always been the case though (not specific to your use case).
