    Transfer help

I bought a stripped lower, bought all the parts and upper and assembled it all into a rifle.
Went to local gun shoppe and tried to transfer the rifle.
Clerk told me it wasnt possible.
He said i can only transfer the stripped lower.
Meaning i have to take the lower apart.

    Is this true?

How would they know that you put it together? What did they say that the issue was?

There is no legal issue in regards to transferring such a firearm unless it is in an illegal configuration.

Training opportunities exist daily, even in the best managed shop.

I had the same situation at Marin County Arms. They grilled me on a PPT of a POF (Patriot Ordnance Factory, Inc.) .308 for about 10 minutes demanding to know if I assembled it myself. When they were finally satisfied it was a factory build I asked why and they said it's illegal for me to sell an assembled rifle from stripped lower. When I asked them to explain their logic he went on another 10 minute tirade about how I would then be manufacturing a rifle and I'm not an FFL. I started poking the bear asking about 80% lowers and serializing and selling those. The employee started telling me the ATF would come for me and how CADOJ says 80% are illegal...blah blah blah.
