Can a FFL01 Gunsmith legally take in a complete lower and parts kit and assemble as per the customers request or is this classed as manufacturing and as such needs to be a FFL07?

is this being done with a receiver that was already DROSed to the customer? if so, gunsmithing.
but if this was done with a receiver that was in the 01's inventory and he was assembling it into a complete rifle to transfer to the customer, then that is manufacturing, and would need an 07 for that. And FAET would attach as well.Jack
