Buying off roster ppt

I have a quick question. With all these off roster handguns for sale for ppt. How does the buyer insure that it is registered in Ca? Or does it matter? Thank you

Required use of an FFL - and thus required DROS info the state - began in 1991.

Give it about another 70 years or so and maybe the expectation will be that a handgun might be registered. But that's not the case now. Ownership is not checked.

Tell me why then when my brother sold a lower PPT it was delayed because the Sellers name did not match the registered owner's.

Turned out that when my brother bought the lower the FFL misspelled his name and when he tried to sell it, the DOJ raised a flag saying the names don't match.

Obviously a computer generated flag but my brother submitted to the DOJ a copy of the Dros when he purchased it and eventually the transaction went through.


So I'm not entirely sure that they don't check ownership..

I don't even know how they associated the DROS to the lower purchased pre-2015. Did he volreg the details after?

There was no make/model/serial sent to DOJ so how did they associate the lower to your brother?

I'm genuinely curious how they got this information.

That was the biggest mystery for me too! I believe they had the serial number associated but only knew it was a longgun and had no idea what kind of firearm it was..

My theory is that the DOJ records looked something like this with all spelling mistakes intentional..

Person A transfers serial number ABC123 to Peersun B = transfer successful
Person B transfers serial number ABC123 to Person C = transfer delayed until precious transfer document forwarded to DOJ with letter explaining misspelling and mistake. = transfer successful.

I'm still wondering how they got the serial number. I didn't record a single non-handgun serial number on a DROS pre-2015. Even on PPTs it wasn't an option.

As an aside, I've screwed up peoples names and not realized it until several DROSs later when I was searching through the DES system. DOJ never cared.

I have one customer whose name looks like

A Firstname Lastname

That I've inputted correctly as:
First = A
Middle = Firstname
Last = Lastname

and at a later time
First = Firstname
Middle = A
Last = Lastname

DOJ didn't blink or cause any delay. Perhaps because it was new from dealer, but if a mispelling in a name causes a delay I would have thought the wrong name would.

I've also had typos in last names that I only noticed when seeing them displayed right next to each other searching the DES system.

I've also heard of guys that lie about their citizenship and don't get caught. Hasn't happened to me, but when I still did gun shows I was doing a guy with greencard and his buddy behind him said "I always just put yes, they never check and I've never got denied".. which implied to me they don't check citizenship status unless you put no.

Yea I'm not sure... I remember scratching my head at the whole thing too wondering how the hell they knew the names wouldn't match.

At first we thought something was wrong with the original transfer of when my brother bought it.. He had bought it from a cal gunner who was a cop so that was unlikely but that's when we looked at the transfer documents and noticed the misspelling

maybe the cop vol-regged the serial number and when the ppt happened he filed a NLIP form or something associating it to the buyer.

that's the only sort of backdoor way I can think the SN was associated with the transaction.

I can't how many times I've had DROS's processed with misspelled names, addresses, etc without issue. A couple years ago, I had spoken with DOJ about this and their response was essentially, "Meh. Just cross out the misspelling and write in the correct info." Which makes me wonder, why even bother to enter the information correctly in first place?

Because what is important is the CA ID/DL number.

Yup. We even entered the wrong address and they gave us the same response.

fair enough, lets streamline the DROS form then and just have 1 box: DL/ID #

maybe a couple more boxes for Green Card holders etc.

I see why they want you to have all the extra information though. Lets suppose you enter a wrong ID DL number I would imagine that would cause a big S storm if the other information wasn't entered also.

Better Idea. lets ditch the whole concept of the DROS and just do like the rest of the free world. 4473 and a phone call to the FBI for the NICS check.....
