In CA, with the exception of antiques, ALL firearms must go thru an FFL. If the buyer has both an FFL 03 and a CA issued Certificate of Eligibility (COE), then that satisfies the FFL requirement for C&R long guns and no FFL 01 dealer is required. The person with the 03/COE still has to report/register the purchase with CA DOJ by using Form BOF961.
And, yes, by being 50 years old or older, those rifles qualify as C&R's. You just can't cash and carry them anymore without the 03/COE.Last edited by six seven tango; 01-07-2016, 7:23 PM.sigpic
