If Cal Resident gives a 50 year old single shot shotgun to a Cal LEO, but the transfer did not go through a FFL, has Cal Resident violated any law?

Why would you not need to go through an FFL when ownership of a firearm changed if the party is not an 03 with COE?
The job the person has does not make them exempt.Just a normal guyComment
