    C&R out of state buying

    I have a C&R license and have for a while. I want to buy a few handguns in AZ at a gun show next year. I have heard that many sellers will not sell to Californians, even when the gun is C&R and a license is shown. Is there a method that will preaprove me? Should I send the promoter a copy? any ideas?

    The promoter has nothing to do with the sales of the dealers or pps at the shows.
    Many sellers do not have a problem with us from Calif, but some do.
    All you can do is ask when you see something you like.
    The seller has no obligation to sell to you if he doesn't want to.


    You will need a COE to finish the paperwork once you get back home.

      A COE is not required for a person with a valid C&R FFL that is acquiring C&R firearms while out-of-state.

      The only thing that is required is for that person to report the acquisitions to CA DOJ within 5 days of returning to CA with the C&R firearms. [PC 27565]

      The Curio or Relic Firearm Report (BOF 4100A) is used to comply with the reporting requirements.


      Penal Code 27565
      (a) This section applies in the following circumstances:
      (1) A person is licensed as a collector pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto.
      (2) The licensed premises of that person are within this state.
      (3) The licensed collector acquires, outside of this state, a handgun, and commencing January 1, 2014, any firearm.
      (4) The licensed collector takes actual possession of that firearm outside of this state pursuant to the provisions of subsection (j) of Section 923 of Title 18 of the United States Code, as amended by Public Law 104-208, and transports the firearm into this state.
      (5) The firearm is a curio or relic, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations.
      (b) Within five days of transporting a firearm into this state under the circumstances described in subdivision (a), the licensed collector shall report the acquisition of that firearm to the department in a format prescribed by the department.

        No, you don't. You only need a COE if you take possession within CA. If you purchase and take possession while outside of CA, all you need to do when you get back to CA is fill out BOF4100a and send it it with your $19 within 5 days.

          I'm an 03FFL holder myself. I buy in Nevada from time to time. Best way to go about it is to 1) FIGURE OUT ON YOUR OWN IF A GUN IS C&R ELIGIBLE OR NOT...know your stuff...have the references for dates of manufacture and serial numbers, etc. Don't rely on, or expect, the seller to know if/why/why-not... 2) have cash on hand 3) Agree on a price and then mention that you need to "swap papers" since you're an 03FFL. 4) Hand them your 03FFL with the payment.

          They might still say "no" when they see the address on your license, but that is their prerogative.
