    Firearm Sale/Transfer Question

    When was the last time an individual could sell/gift a handgun with having to involve an FFL or any other government entity. Same question w/regard to a long gun.

    In California - sell/transfer handguns, 1991; sell/transfer most long guns, 1991.

    Used to be able to sell C&R long guns face to face; that went away effective 2014.

    Similarly, long gun transfer within families used to be paperless; that changed in the same bill, effective 2014. (That is, OPLAW required to DOJ now for all guns transferred within family.)

        You can still gift handguns and long guns to direct family if they are also CA residents, without using a FFL (parent/grandparent/child/grandchild/spouse). The person receiving the gift cannot be prohibited, needs a FSC or exemption, and must send in the OPLAW form to DOJ.

          Today. I transfer them all the time.

          Unless you meant without at which point librarian's answer is probably correct. I'm not sure.

                Otherwise, it's visit your friendly CA FFL, and do 4473/DROS paperwork in the shop.

                  Quick question on this topic. . . Does the family transferee need an FSC to receive under OPLAW?

                  EDIT: Disregard. I just read the answer in one of the posts. Odd that it doesn't seem listed in the instructions, but I do see the FSC listed in the app so I guess it's assumed.
