As long as it is off-list, no different than any other long gun receiver.

What he said. Being that it is not a rifle or shotgun, you must be 21.
Never initiate force against another. That should be the underlying principle of your life. But should someone do violence to you, retaliate without hesitation, without reservation, without quarter, until you are sure that he will never wish to harm - or never be capable of harming - you or yours again.

The "list" does not make a difference with a lower because it is not semi-auto. This means that you could buy it and make it into rifle which is not a semi-auto, but there can also be issues with LEOs who think that because it is banned by name if it is a semi-auto, that it is just banned. This means it could be a hassle to own such a firearm.

As said, since it is not a long gun, you have to be 21 or over.

Since you asked in the FFL forum, you likely already know the transfer must go through an FFL - an AR-type lower is a 'firearm' - unless a CA-resident child/parent/grandparent wants to give one to you, a CA-resident child/grandchild/parent/grandparent.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!
