    Are NRA Dinners Gunshows?

    Can I do paperwork (esp. 4473) and submit DROS from an NRA dinner?

        Usually there is a FFL designated by the NRA event who will handle the DROS at some other day after the event.

          Thanks for your input guys but I am an FFL and I was asking other FFLs in the FFL's forum for their opinion regarding the legality of this.

            Doesn't the law state that the paperwork must be done at your licensed premises or at a state sanctioned gun show?

              It's my understanding that a NRA dinner doesn't qualify as a gun show. We always had the winners come to our shop after the dinner and DROS then.

              That being said I don't have any opinion in writing from DOJ or ATF. It's just what I was told years ago. I honestly never ran down a firm answer on that.

                    ATF dude replied by quoting the code:

                    (a)(1) A licensee may conduct business temporarily at a gun show or event as defined in paragraph (b) if the gun show or event is located in the same State specified on the license: Provided(b) A gun show or an event is a function sponsored by any national, State, or local organization, devoted to the collection, competitive use, or other sporting use of firearms, or an organization or association that sponsors functions devoted to the collection, competitive use, or other sporting use of firearms in the community.

                    (c) Licensees conducting business at locations other than the premises specified on their license under the provisions of paragraph (a) of this section shall maintain firearms records in the form and manner prescribed by subpart H of this part. In addition, records of firearms transactions conducted at such locations shall include the location of the sale or other disposition, be entered in the acquisition and disposition records of the licensee, and retained on the premises specified on the license.


                    .

                    Any license issued under this part shall be kept posted and kept available for inspection on the premises covered by the license.
                    Seems straight forward:

                    Bring and display a copy of your license.

                    Don't work out of the back of a vehicle.

                    Record the event on Line 19 of the 4473.
