Gunsmith return meed cflc?

I am doing a gunsmith return from cz gun works. They are the second out of state vendor that has told me no cflc is needed for gunsmith return. What have you guys seen? I will contact doj monday but wasn't sure if I was missing something.

Service is not a transfer, therefore no shipping letter is required. Cal DOJ codes and laws are pretty vague, but the requirement for the shipping letter is only mentioned in the case of transfers.
PC 27705 addresses gunsmith delivery issues.

PC27705 says that PC27540 doesn't apply to gunsmith work. PC27540 is for the 10 day wait and DROS. Neither of those talk about the CFLC FSA requirement.

If you look at the PC for FSA it talks about shipping and delivering requires FSA. There was another thread where this was discussed within the past week that I'll cross link once I find it.

Yeah that was it. I guess the lack of needing the FSA could be why FFLs didn't know that gunsmith did not have an FFL. Even though federally they should have checked at some point.

Well.... not exactly. ANY legit FFL would know right away. Each would need a signed copy of each others license before they could conduct business. The FFL's that traded with him knew EXACTLY what they were doing. They might have more to answer for than him.

In answer to your question, one does not need an FFL or a CAL DOJ shipping letter to send firearm to a FFL for SERVICE, or receive same back. It is not a TRANSFER.

Had a customer ship something to cz gun works. Send me your rates (or website) for stuff you do. What I'm normally asked about is Cerakote work, trigger jobs, sight installs. I used to refer folks to Pete Swanson (local to Fremont), but he's off to Oregon and not taking new work.
