    Am I missing something?

    Here is the story.

I DROS a hand gun 12 days ago n picked it up yesterday.
2 days ago, I sold one hand gun PPT as seller.

All the time, my driver license show my parents address as my permanent address, and have PG&E electric bill as my proof of residence.

Today, I tried to PPT as a buyer and two dealers told me to F off (basically) saying that I need to provide some sort of document from Gov showing my address or no dice. They both said I satisfy the state's requirement but doesn't meet the Federal requirement since I'm not showing them my deed 😳 property tax bill 😳 or my tax returns 😳

How is it that many dealers don't require such a document while I'm buying from them or do PPT, while these two shops came up w ridiculous demand.

Help me understand WTF just happened? Are they right and others are wrong, or other are right and they are wrong? (May be they don't want to do PPT since no money for them???)

Is your parent's house where you sleep at night? If not, the ATF wants your physical address on the 4473. You would need an alternate government issued document to correct your address. PG&E is a private company from my understanding just like SDG&E and would not work.

The first dealers were not following Federal law:

      Instructions:
Question 20.b. Alternate Documentation: Licensees may accept a combination of valid government-issued documents to satisfy the identification document requirements of the law. The required valid government-issued photo identification document bearing the name, photograph, date of birth of transferee may be supplemented by another valid government-issued document showing the transferee's residence address...
Don't be hating the other dealers for following the law.

What Halifax said. If your ID does not show where you actually live, you must provide valid government issued documentation proving your address. Sometimes people confuse the CA proof of residency requirements with what is required by Federal law. Your PG&E Bill would satisfy CA requirements for a handgun purchase, but not ATF if your ID doesn't have your actual address on it.

PG&E is a monopoly. Too big to fail.

No, tax forms do not satisfy Identification requirement. As a government form mailed to your address in your name. It should satisfy "residency".

Seller must show "Identification". Buyer must show "Identification" and proof of "residency".
