Per DOJ the letter is not required for purchasing off roster firearms. They will need to provide a letter if they don't want to wait for the 10 days, but I don't know of any agencies that would allow an officer to carry an AR pistol on duty and they wouldn't make a very good CCW.

From the link above, as well as info from the CA DOJ, to be exempt from the waiting period, the letter has to be from the head of the agency, not someone else. Pretty stupid, but it is an attempt to limit things from the CA DOJ.
