    address change on driver's license

    I recently moved. I have changed my address with the DMV, for my DL and my vehicle registration, but my driver's license and registration still have my old address on it. I want to buy a shotgun and a handgun. I can easily get a new copy of my vehicle registration, but can I get an official print-out from the DMV showing my new address and be able to buy the guns I want, or do I need to have a new DL made for me, before purchasing?

    I did look at the CA DOJ website, and it said I could not have a temporary license, but I have an official CA DL, just with my old address on it.

    It is the way to go..

      +1. I had to do this since my current address has no mail box so in order to get my renewed license i had to send it to my old address. Residential and mailing address is on the print out. I have bought 3 guns with the same printout.

        Proof of residence for handgun purchases is covered by CA Penal Code 26845:

        26845. (a) No handgun may be delivered unless the purchaser,
        transferee, or person being loaned the firearm presents documentation
        indicating that the person is a California resident.
        (b) Satisfactory documentation shall include a utility bill from
        within the last three months, a residential lease, a property deed,
        or military permanent duty station orders indicating assignment
        within this state, or other evidence of residency as permitted by the
        Department of Justice.
        (c) The firearms dealer shall retain a photocopy of the
        documentation as proof of compliance with this requirement.
        I don't believe the DMV Information Request "printout" satisfies the requirement. The "printout" does not have it's own period of validity. It simply states in it's body the expiration date of the Driver License or ID card. There are a great many dealers who might take it. I wont.

        Get the change of address attachment "brown card" from the DMV, make sure they stamp it with the date stamp to validate it (lots of times the DMV staff will just give you the card to fill out yourself, so make sure to give it back once filled out to get it stamped). Then get a reprinted vehicle registration with your new address. You'll be covered both for the Federal requirements and the state.

          My FFL absolutely told me that he would not take the brown card and that i needed the DMV printout, D.L, and proof of residency.

            Your dealer is free to take, or not take, whatever documentation he pleases. That doesn't make it right. The best thing to do is to follow your dealer's instructions so you can get your firearm.

              Yes the $5 printout is the way to go. Don't get the brown card they give u to fill out by yourself, that doesn't work for DROS paperwork

                "Brown card" has been working great for me. FFL must manually enter your new address since the magnetic stripe read from the DL will auto-populate the old address.
                I have done this with at least 6 new purchaes and 2 PPT's at 4 different FFL's.

                  I think we're having a little bit of drift here. It depends on which proof of residency you're asking about, State or Federal, to determine what documentation is acceptable.

                  For handgun purchases the state requires a proof of residency other than ID/DL. This is the requirement that quoted the code for in my post above.

                  The feds require the purchasers residential address on the 4473 and a government issued document that bears the purchaser's name and residential address as proof of residence.

                  There is some crossover regarding what is acceptable proof of residency for the state and the feds, but it is helpful to clearly separate the issues and address them one at a time.

                  At an ATF compliance seminar for FFLs two or three years ago all of the inspectors and even the DIO were in agreement that the stamped/validated DMV Change of Address Attachement "brown card" was acceptable proof of residence, Federally. Your individual inspector during an audit may have a different opinion, and as we've seen before, the ATF changes it's mind and policies from time to time. I've never had an issue with using the "brown card" for POR during ATF audits.

                  I don't believe that the "brown card" is acceptable for CA POR for handgun purchases, since it is an attachment to a CA DL/ID, and CA POR needs to be something other than the DL/ID. This is another reason why using the DMV information request is dubious even without the lack of period of validity issue. Per the CCR quoted above, the POR that is provided should match either the "brown card" or what has been entered on the DROS. Some dealers don't always change what gets populated on the DROS form from swiping the DL/ID. I'm sure at some point over the years I've forgotten to do it myself. But the regulations are satisfied if the "brown card" matches the POR, even if the DROS address ends up being incorrect.

                  With the "brown card" that's been stamped/validated, DL/ID with old address, and vehicle registration with new/current address, all bases are covered. Whether a dealer will accept some, all, or none of them is their choice.

                    I checked with the person that I know at the BATF and was told that the brown card is NEVER acceptable. I am not sure of why others would say it was since that is what I have heard for a long time.

                    I do know that the Sacramento BATF office has given bad information to the CA DOJ, such as that a person from CA can receive a firearm from an out of state parent and pick it up out of state and just fill out the CA form, which is FALSE since residences of different states have to have the firearm go through a FFL in the transferee's state of residence.

                        Kern County Sheriff requires one to obtain and carry a "Brown Card" for issuance of a CCW.

                        I am not clear what the point of the brown card is. DMV simply date-stamped a blank one and handed it to me to fill out. They entered nothing into their system in regards to my actual physical address even when asked. They also pointedly refused to include my physical address, in addition to my PO Box, on my DL when I obtained a replacement card. This despite an empty second line on the form available for address.
                        What could possibly be the downside in this?

                        Allowing people to place both addresses on the DL would save a lot of people a lot of hassle and would provide Police with useful data when they encounter citizens.

                          The brown card is still an official state document, officially Form DL 43, regardless of how the DMV doles them out.

                          The last time I personally dealt with the two address issue, you could fill out both address on the forms. One spot for a mailing address, and one for a physical address. The DL/ID cards only get printed with the mailing address. It seems like the DMV only cares about the best way to send you the bills/renewal forms to pay them their blood-money. I have seen CA DMV Information Request printouts and Vehicle Registrations with both address printed on it, so they *should* be able to put both into their system. DMV employees don't seem to be the most motivated bunch to do any "extra" work beyond the bare minimum that is required, if even that.
