Ruger Charger Takedown as a receiver

An LEO customer asked if he could be transferred a Ruger Charger Takedown as a pistol reciever only. His intent would to have the barrel nut fixed and the mag release fixed before assembling. Not sure what to tell him because he is safe handling demo exempt and roster exempt. The real question would be is this legal since the gun ships separated and could be considered a reciever only. Can someone help me out. I guess I look at this similar to the way we transfer ar15 lowers.

It just depends on how risk tolerant you and your supplier are. The debate whether someone *could* be prosecuted for some form of "constructive possession" has been debated here on Calguns since there was a Calguns. There is no constructive possession provision in the Assault Weapon regulations, but the Nguyen case is an example of the courts not really caring what the law says. It stands to reason that because stripped AR receivers are commonly sold and have been "safe" to sell since the end of the Iggy Chin and Alison Merrilees era, then a 10/22 receiver should be just as safe to sell/transfer. But with CA gun laws and our justice system have nothing to do with "reason".

I'm not a lawyer and can't give legal advice, but from a layman's reading of the law, it's legal. Would your District Attorney agree? Would a judge? A jury? I don't know the answer to those questions.
