    Stripped lower interstate q

    Would a stripped ar lower drosed in CA, never assembled, then moved out of the state with its' owner to a state that considers stripped lowers/frames "others" be allowed to be built into a pistol?

    Also,
    What if someone buys a stripped lower and moves to NV or AZ and ppts it to another az/nv resident, can the new owner assemble into an AR pistol? How would they even know or have cause to believe otherwise since all stripped lowers can be made into anything in those states?

    Of course it can. Back in 2009 (I think), I asked ATF this at SHOT and was told that they don't give a rat's azz about how a virgin receiver is DROSed in CA. In fact, I'm still waiting for someone to prove (cite a law or case law) that it is not illegal to do it in CA. I know at least one person who has done it and actually do a vol reg form so that CA now knows it is a pistol. DOJ did accept the vol reg as a handgun.

    BTW, there's a big legal difference between a "stripped lower" and a "virgin lower" or any other lower which has never been configured as a rifle or shotgun. I'm sure that you are not talking about a "stripped lower" which has previously been configured to be fired from the shoulder and then stripped (which would not be legal to make into a handgun) but, I just wanted to clarify it for others who might not understand the difference.

      Most people that have opinions that others care about have never said that you cannot dros a lower and make it into a pistol. They have said that it is not advised.

        I asked the question to a person I know and trust at the BATF, the CA DROS does not taint the receiver as being a long gun.
