30 day hold?

Is there any CPC, or LA City specific ordinance that mandates a FFL must hold a firearm for 30 days prior to allowing it be sold by them?

If its a consignment, yes.

They need to check with the State and Feds to make sure the weapon wasn't used in a crime or stolen.

They usually put it out for sale though before the 30 day hold is done but won't DROS it till the 30 days is over

Someone can purchase it but not DROS it till the 30 days is done.

Some Stores might run the DROS on the 25th day of the hold because they are assuming that the DOJ/Feds would get thier act together by the 20th day if the gun was stolen or used in a commision of a crime.

Q. Does the 30-day hold on all personal property still apply for FDAS transactions?

A. Yes. Secondhand dealers and pawnbrokers shall retain all personal property reported under Business & Professions Code section 21628.2 for a period of 30 days from the date of the report in FDAS. (Business & Professions Code section 21636.) The 30-day retention period commences on the date the dealer report of firearm acquisition was electronically submitted to the BOF via FDAS.

I still think it's funny that this applies to consignment and secondhand acquisitions, but it doesn't apply to any other non-new from mfg/dist sale.

E.g., the gun you bought off gunbroker is exempt, the PPT from John Doe down the street is exempt, etc..

I don't understand why the DOJs needs to take their time with secondhand or consignments.

I think it goes back to the old days of pawn and consignment slips. We used to have to fill them out and mail them to the Sheriff's department. That gave them time to process them. Although they would usually come around in 2-3 months if something was wrong so it didn't work then either.
