    pistol registration/DROS history

    I held an 01 FFL in the late 80's early 90's. I remember having to fill out a 5 part (DOJ issued)carbon copy form for handgun sales ONLY. I think one copy was supposed to go to the CLEO, one to DOJ and I forget where the others were sent. My question is, when did handgun registration start in CA? I've always thought it was the 1990 law that started handgun registration? Did the 1990 law (in effect 1-1-1991) do two things? (1. mandate all transfers have DROS and 2. All handguns but NOT longguns registered with CADOJ) Or did handgun registration actually start earlier?

    DROS and registration of handguns purchased through a California firearms dealer started way back in the 1920's. The 1991 law required private firearms transfers to be DROS'd through a California dealer.

        Ah, the good old days.

        If memory serves me (and that's questionable these days),
        dealers in the 60-70's were issued a 5 part NCR (carbonless) about 5' x 8' pad through DOJ.
        1 copy went to DOJ
        1 copy went to the local Law Enforcement agency (SO or PD)
        1 copy stayed on the dealers pad
        1 copy went to the buyer
        and 1 copy stayed with the Fed Form
        However, over the years the process has morphed with the political wind...
        American soldier by choice. Made in America by the Grace of God.

        So, now it is ironic that the State whittles away at the right of its citizens to defend themselves from the possible oppression of their State.
