So how does a department handle getting 25 Glocks. Do they order directly from Glock? Do they have to go through an FFL with 25 DROS or are they just listed with DOJ as for the agency?

Departments can order directly from GLOCK or one of its authorized LE distributors, such as LC Action.

There is no DROS involved, which is the procedure for individuals. The weapons are entered into the AFS though.

Police, Military Federal Agencies have employees who handle the purchases.

The Guns are owned by the department, not the employees.

No DROS, just a procurement process.

They are also exempt for the $200 NFA tax, buying Class III weapons made post 1986, etc

A purchase order or letter of intent to purchase is issued to the dealer from the government agency. The dealer retains this for their records and simply signs the firearms out of their bound book to that agency.

Unless you are a direct distributor of these manufacturers you most likely will not be selling any of these weapons to any agencies.

Even if you are a Blue Label program dealer, Glock discourages sales to departments. I went though this with a small department that wanted to buy the guns from us, for whatever reason, rather than Glock or one of Glocks authorized LE distributors. Glock wants departments to deal with their own regional LE reps that will go to the department, get them set up with guns/mags/parts, and take care of any issues, etc. It's fairly self-contained and cuts out middle-men like us.

Nope.

ETA: As a Glock Blue Label dealer we were only able to have 25 discounted pistols in stock at any one time. As they sold we were to send the SN of the gun and the LE individual's credentials/info to our Blue Label distributor before we could order more. So we would have had to sell the entire stock of Blue Labels we already had on hand, order 25 of the same model (which at the time were always out of stock so it could have taken 3-6 months or more for that quantity), and then send each individual officer's credentials to Glock, then order more (IIRC it was 30-35 guns) and do it again. It wasn't worth the hassle. And even if we could have scraped together 25-30 of the same model from regular distributors at regular dealer pricing (during the Sandy Hook panic - good luck), it would have been twice the cost for the department. They ended up doing it the Glock way.

The Sub-D (blue label) program is in place for approved gun stores to supply the individual officer (and other authorized individuals, such as fireman, GSSF, etc.). It is not intended, nor allowed, for the Sub-D to sell directly to the departments.

Don't waste your time trying to sell Glocks to an agency if you aren't Proforce or LCAction it isnt happening.
