      23660. (a) No person shall keep for commercial sale, offer, or
      expose for commercial sale, or commercially sell any firearm safety
      device that is not listed on the roster maintained pursuant to
      subdivision (d) of Section 23655, or that does not comply with the
      standards for firearm safety devices adopted pursuant to Section
      23650.
      (b) No person may distribute as part of an organized firearm
      safety program, with or without consideration, any firearm safety
      device that is not listed on the roster maintained pursuant to
      subdivision (d) of Section 23655, or that does not comply with the

      I don't see the part of the law that generally states if a customer comes in with a non-certified FSD and already filled out the safe affidavit (exempting them from state FSD requirements) that you are supposed to relieve them of their unsafe property.

        If they bring it in, separate from the firearm, then there would be no reason to take it, but then if it is not with the firearm, it would be an issue for the Feds. I lock for a case would be different than a firearm lock.

          The few times it has happened is that they purchased a gun lock from amazon, but it was not CA approved (for a handgun). So they signed the Safe Affidavit for the state and I used the lock they brought in (for use with the firearm) to satisfy the feds. I don't recall where in the fed code it said they cannot bring in a lock to satisfy that requirement. Perhaps it's there and I screwed up.

            The Feds have yet to provide the required documentation and it has been years. According to a BATF attorney I talked to his view was that the FFL has to provide the lock or safe. Yeah, it does not make sense and the law is a bit vague.

            I have also been told that unless the BATF person actually sees no lock being provided, that they are not to do anything. There is no requirements for logging or anything (see above).
