C&R Rifle from 01 FFL to Calif 01 FFL, CFLC?

I scoured the C&R threads. C&R FFLs are exempt from the CFLC requirement specifically, but what about a Class 1 Dealer (sender) and a Calif. Class 1 Dealer (receiver / transfer dealer)?

If you're referring to an FFL to FFL transfer of a firearm CFLC is required always if the destination is a CA FFL.
