    Purchased but haven't recieved rifle

I am having a M14 built. I have DROS'ed the receiver but things being what they are right now I could use the $$$, as much as this breaks my heart.

Since technically the rifle is mine how would I go about getting a refund? The builder is out of state. I have never sold a rifle out of state. IF I can get a refund do I need to notify the PRK?

    Thanks for any info.

OK,I am not sure what you are asking?
a M-14 is a military select fire rifle that would be illegal to own in California under state and federal law.
What was the receiver Dros'ed as?(was it done in Ca.?)
If you own the receiver, and sent it out of state to be built, you need to contact the builder.
It would be up to you to make a deal with the builder(an FFL?) on the terms of a return and/or refund.

      It's a semi-auto, so M1A chambered .308.

The receiver was shipped to me, in CA, for the DROS.

      My questions are:
-since it was DROS'ed to me here, is there a problem working a deal for him to resell it?
-are there any requirements that I need to fulfill with the state of CA if I do work a deal with the FFL?
