      You'll be getting a letter from the DOJ about improvements to the CA Pawn and SecondhandDealers System (CAPSS). We will now be required to provide an electronic fingerprint reader and electronic signature pad.

        Ah, I gave up my secondhand license... paid more in fees then I did doing consignments so I stopped last year..

          Any info on this? I just got my letter. Apparently they want a picture of the item to. I am so ready to close up and just say screw it. I know it is an old thread but didn't want to waste space starting a new one

            I haven't gotten a letter yet. Crap... This will suck. I had 13 consignments come in today. Between the local and state requirements it took forever to get the paperwork done and I'm pretty dang fast at paperwork.

            I would hate to not be able to do consignment sales, but this is getting nuts.

              I got this letter back in March but I never received this one with the PIN number in it.

              Who's all signed-up and ready to go? Guidance would be appreciated.

              ETA: After reading just some of the crap on this page, I'm ready to drop the whole thing. Apparently, we'll have to write and submit our own .xml files with fingerprints, electronic seller signature, dealer signature, and pictures of the item.

              It's a firearm not a camera. What was wrong with AFS.

                Got signed up today but guidance is still elusive. I sent them an email with all my questions. I got a notice there was a seminar on it at my local PD but was out of town so I couldn't attend.

                  My pawn software already offers this equipment. It's a phone call for me. CAPA sued the state after or license fees went up and then they never did anything with the money's collected. Currently we know this thing is coming but nobody knows when or how long until they can actually operate this.

                    Since that time, the DOJ and its contractor have been working diligently on phase-in improvements. The DOJ is happy to announce these improvements are nearing readiness. This exciting iteration will provide pawn and secondhand dealers with vastly improved user capabilities. A few of these capabilities include an auto registration component, multiple property transaction bulk upload, and an advanced licensing application for law enforcement which will streamline the licensing process. The DOJ anticipates several waves of improvement releases between April and June.

                    Pawnbroker/Secondhand Dealer Equipment Requirements There is no cost to be a user of CAPSS, however stores will be required to purchase the equipment listed below in order to utilize the new system.
                    And in typical Commyfornia Propaganda fashion. Their letter makes it sound like this is all for the BENEFIT of dealers.

                      Here was the response I received today. Or lack there of:


                      I recently received my letter for the CAPSS system enrollment. In looking at the page for acquisition I have several questions.

                      How are we suppose to upload a signature?
                      The equipment required is Electronic Signature Pad

                      How are we supposed to upload a finger print?
                      The equipment required is a Fingerprint Scanner

                      How are we supposed to upload a picture of the item?
                      This is an Optional field

                      And were is this equipment available from?
                      Unfortunately, we will not be able to recommend a device. Please purchase the equipment at your discretion. However, the electronic fingerprint reader and signature pad must meet these specifications: Image files cannot be larger than 75k in size. Devices must be capable of saving captured images as .jpg, (preferred), .png, or .gif.

                        I'm seeing prices of $300 - $600 for Topaz combo units. Holy crap!

                              We have not received a letter yet, are they just fazing it in slowly to dealers? This is all new news to me.

                              $300-$600?! Forget it, we have the SHDL just to help customers for the most part, we don't make anywhere near that.
