    ATF FORM 4473 Question

How do you dealers answer #21c? Do you answer right before the buyer comes pick up?

I've mostly only had "proceed" s and I check that box on pickup. The few times I've had "denied" or "cancelled" I checked the box as soon as I was knew

Remember the 4473 is a 50 state form, so some things don't make much sense for CA. I was told to mark the box just before you deliver it. I guess the way to look at it is that proceed occurs when you click on the deliver button on the DROS.

The correct answer is to not mark it is all since there is NO initial response at all, but then the BATF will ding you for that, so you have to play the game.

Ok this is exactly what I was thinking which is to mark it right before clicking deliver in the DES. Thanks!

This. When I first started we left it blank for that very reason. BATF didn't like that and indicated that we should mark proceed just prior to delivering the gun, or denied/delayed as appropriate if there was an Eligibility Notice from the CA DOJ.

I would mark it proceed just after marking it as delivered in the DES, just in case something happens such that you can't mark it as delivered.
