    Is Hard Copy DL Needed for Pickup?

    I have a customer who had all their docs when we started DROS:
    1) Hardcopy DL
    2) DMV Reg, etc..

    Made relevant copies at the time, swiped DL, etc...

    His wife lost his DL.. He has since picked up a temp DL from the DMV that has his photo on it.

    Now on DROS start I typically fill out 20a on the 4473.. However, the docs I check for that now will be different on pickup and according to the instructions his DMV Reg + a photo ID, in this case his passport should be all he needs to pick up..

    I couldn't find any state requirements other than the FAQ where it mentions a temp DL WITHOUT photo is not acceptable to START DROS.. I don't see anything in the state regs that require him to still have the hard copy on pickup.

    On the Fed side it looks like his reg + passport are fine for pickup.

    Anyone see anything I'm missing? I don't want to delay his pickup when it sounds like he has what he needs, but I haven't encountered this situation before.

    did you take a copy of his DL at initial signing? Can you verify that its the right person? If so, I'd deliver the firearm.

      yes copid DL at beginning. Yes I could verify again because he's bringing in his passport + a temp DL from DMV with his photo + I compare sigs..

        I believe that there is a requirement to see the ID again. I have the same problem right now and I don't remember whether it was state or federal which I believe requires it.

        The temp. DL has a photo on it??? I have not heard of that before.

          The fed requirement for ID though is more relaxed than state. Passport + DMV Reg is good enough for feds it would appear by reading the instructions.

          He was going to send me a copy of the temp DL with photo as I had not heard of that before either, but he said it's what he has..

          General Identification Requirements
          You MUST verify the identity of each non-licensee
          buyer by examining the person’s identification
          document(s) prior to transferring a firearm. A proper
          “identification document” is:
          1. A document containing the name, residence address,
          date of birth, and photograph of the person;
          2. A document that was made or issued by or under
          the authority of the U.S. Government, a State or local
          government, or a foreign government;
          3. A document that is of a type commonly accepted for
          the purpose of identification of individuals.
          Common examples of acceptable identification
          documents are a valid driver’s license or a valid State
          identification card issued in lieu of a driver’s license.
          Social security cards are not acceptable because they
          do not contain a residence address, date of birth, or
          photograph. However, a firearms buyer may be identified
          by any combination of documents which together
          contain all of the required information (as long as all the
          documents are Government issued): name, residence
          address, photograph, and date of birth.
          It appears given this a passport has date of birth/photo and then DMV Reg has all the rest of the residency info on it..those 2 in combo meet the fed requirements.

          I'm assuming since I had hard copy of DL during DROS, swiped it, and photo copied it that should be good to go as well.

          I'll post up a redacted temp ID with photo once I get it so you can see what it looks like.

            I have the same problem and I just talked to the BATF and the CA DOJ. The CA DOJ said that the temp. license is good enough for pickup. The BATF said that a government photo ID is acceptable. Remember, the person already proved their residence address, they just need to prove who they are for pickup.
