Seller=Orange County / Buyer=San Jose.
The handgun I am selling is an SSE. Can I do a PPT to the gentleman in San Jose (through his local FFL)? What do I need to do? What does he need to do?

For a PPT both parties have to visit the FFL, you cannot ship it to the FFL.

If you want to drive up to San Jose, drop off gun at FFL and then drive home you can do that. Both parties do not have to be present at the same time.

The laws changed with regard to SSE, so the firearm would have to be on the certified list or the buyer has to be exempt.
