So if a customer wants a Gen 3 Glock that is modified from Glockmiester, could he have it moded (Cerakote, trigger, extended slide stop, extended mag catch) before he Dros's it?

No, he is not roster exempt.
I thought that it might affect its status as being on the roster but he was told by Glockmeister that it would not and that they do it all the time.

It can not be modified prior to the DROS. Even engraving makes it not a certified firearm.Kemasa.

While the roster has many areas where it's not completely clear,
It's pretty clear for a given make and model you're only good with and without night sights.
For example, a Gen 3 Glock with night sights is Ok, but one with an extended slide stop is not.sigpic

Update:
We confirmed what everyone is saying in this thread with the DOJ and so we denied the transfer and told him that we would have to send the gun back. Today we received an angry phone call from Glockmeister trying to convince us to do the transfer. He said they send 100s of these out a day with no problem and got pretty darn pissy.
We told him to send us something official confirming what he was saying... ignored
We asked him what FFL's in CA were doing them so we could call and find out how they were legally doing them... ignored
We asked him to call DOJ and have them send us something... ignored
Then he ends with, fine we'll just send you a label for you to ship it to another FFL and they can make the money on the transfer

Yes, be angry at the FFL because CA has some pretty craptastic gun laws.
Reminds of issues with people transferring in SP-01's last year from CGW with $1,500 in work. Some got angry that now we have to charge them an SSE fee and tax on the entire work. Not just the $500 they paid for the pistol.
Buy the gun and then modify it.Just a normal guyComment

The response is completely understandable. If they get the attention of the CA DOJ, they will be forced to change their business model since they would have to have the firearm transferred, then modified.Update:

Based on what I know, it is quite clear that you did the right thing. Their attitude is really not a good idea since it can cause more exposure of what they are doing, as well as perhaps having all of the FFLs who do such transfers to have a problem for transferring firearms which are not on the certified list.

I would STRONGLY suggest NOT shipping the firearm to anyone other than to back from where it came. You don't want to be associated in any way, shape or form with this firearm and have it transferred claiming that it is a certified firearm, when it is not.Then he ends with, fine we'll just send you a label for you to ship it to another FFL and they can make the money on the transfer
