Is it possible to get a sbr & if so where would I start?

I was thinking about a build but I want something that has always seemed to me like unobtainium. Is it possible for me to get a SBR if I fill out the right forms and what not?

This may be a tad bit of an OT drift, but what is the big deal with SBR anyway and how did it come to be something that you would need a tax stamp to own in a normal state? Is there a good historical article out there that anyone can refer me to that goes into detail beyond the basics of the law being enacted in 1936 or 1968 or whenever?

the 1934 NFA act was org to BAN ALL HANDGUNS too, so they put in the SBR thing to deal with cut down rifles, so people wouldn't cut down rifles & carry them as they did pistols.
Sine they took out the hangun part, there is no LOGIC or reason for the SBR part still being in there...............but it is
